No, unofficial transcripts can be used for the review process.
What application materials need to be in by the application deadline?
All application materials, including letters of recommendation and official standardized test scores, should be received by the University of Florida by the application deadline.

I took my standardized tests a while ago. Are my scores still valid?
TOEFL scores are valid for two years. Our department no longer requires the GRE and we discourage students from sending in GRE scores.
